A lack of infrastructure?

I cycled down the west coast of India from Mumbai to Kanyakumari, the southern tip, in 2014. Unfortunately India was a very dirty country with rubbish discarded everywhere.

One day I was waiting for a ferry and sat at an open-air roadside cafe. I watched as the owner dutifully swept up all the empty packets, tin cans, bits of plastic and other rubbish from the floor of his shop. He put it all into a large plastic half oil barrel. Then he lifted up the barrel walked around the corner and tipped the whole lot into the sea! It may be the case that he had no alternative as no services were provided by the government to do otherwise.

This main picture was taken just after I cycled into the state of Kerala.
